It’s a bit complicated. I removed the standard code (WordPress menu) from a template, then I created a new widget (https://en.support.wordpress.com/widgets/create-your-own-widget/) and its code inserted into the template in place menu. + CSS. Look at https://euroclean.cz/

You must use CSS background for simple items. Its LITTLE COMPLICATED BUt it WORKS PERFECT.
