This is help me to figure out where is the problem.

In phpMyAdmin go to “wp_topbar_data”. Then change “bar_text” and “bar_link_text” Collation from “latin1_swedish_ci” to “utf8_general_ci”.

Charset (DB_CHARSET) is utf8.
