I wish Monster Insights would stop pushing automatic updates that break sites. This has happened more than once.

I’ve found a solution for this for you.

WooCommerce in the latest version isnt creating a table called wp_woocommerce_tax_rate_locations which is why its failing.

Use this code to create the table for your install, resave woocommerce settings and you’ll be good to go.

I’m having exactly the same issue. Did you get a solution in the end?

I managed to fix this on my installation by upgrading PHP to 5.5.x from 5.4.x. Tried a load of other stuff first to do with WordPress versions etc but the PHP upgrade sorted it for me.
