Without reference to your site URL, I can only speculate at to the possible root cause. Off the top of my head, I would check that the cookie set to manage the popup is actually linked to the trigger. A trigger and cookie that are not linked will allow the trigger to continue working.

If you respond back with the site URL, the support team can inspect your popup settings to make sure that the trigger and cookie are properly linked.
If the trigger and cookie _are properly linked_, then you’ll need to consider another source (e.g. code from another plugin or theme) that might be interfering with Popup Maker’s expected behavior.

In particular, please see Check #4 — ‘Inspect for Possible Plugin or Theme Conflicts within the article.While you didn’t provide any information, please make sure you are running the latest versions of WordPress, Popup Maker, and Contact Form 7. If necessary, you may need to turn off all plugins _except_ PUM & CF7 (and even switch themes) to isolate the source of the problem.

Popup Maker will work just fine with the Elementor plugin. I suspect that either an add-on plugin to Elementor, or a different plugin is interfering with the performance of Popup Maker.
You’re going to need to isolate the source of the problem by deactivating plugins and changing themes on your site. Please refer to this article to get you started.

Unless the developer explicitly provided users with a filter to hook into, there’s no need to hack our plugin code. Besides, the next time that plugin updates, your customizations will be overwritten.
The better solution to modifying a template within Popup Maker is to register a shortcode with WordPress, pass the shortcode into a standalone plugin, activate the plugin, and then pass the shortcode tag into the Popup Editor. You can modify any shortcode attributes in the editor.

Why on earth are you ‘hacking’ anything with the Popup Maker plugin? Our plugin code has been extensively tested, runs on thousands of sites, and when used as intended, is extremely reliable.

You need to sort out what is different between the local and production versions of your website (plugin settings, theme settings, WP Core version, etc).

Work to isolate the source of the problem by using the simplest set up possible, then add in more complexity to see what might be causing the issue.
