We create thumbnails for hotlinked images progressively (when people visit that post, the thumbnail gets created) so we don’t make a thumbnail for every post on your blog.
That said, your uploads folder shouldn’t get too big.

There’s no way of turning off uploading though.

We turn on Promoted Content and Reader Exchange if you have a good blog with enough traffic, it gets you new readers and makes you money! You can always turn it off.
What you tried is blacklisting but it seems there’s a bug and it doesn’t work at this time.
