Same problem here.
After wordpress 4.2.1 update, woocommerce don’t work correctly.

Missing billing details in woocommerce checkout page also the shipping adress form.

I test this issue also with a Storefront woocommerce theme and don’t work.

I think wordpress 4.2.1 and woocommerce 2.3.8 are no compatibles.

any solution?

Installed the plugin, activate percentage discount for all products and nothing happends.
