What steps did you follow?
I can reproduce this if the Stripe for WooCommerce plugin is not activated.
On Plugins, once I click “Activate” under “Stripe for WooCommerce”, then going to WooCommerce Settings -> Checkout shows the Stripe plugin at the top of the page.
