Try to use some CSS optimization plugin. All of the Cache Plugins have this functionality. Enable CSS optimixation or CSS merge option.

If you want you can also try Autoptimize plugin. This will merge all your CSS files on the page and load it in header. This will also improve your page load time.

It look like a cache issue. It is loading some old cached CSS.
Most cache plugin have option to disable cache for logged in users. That’s why it is loading properly when you are logged in.
Clearing the cache should fix the issue.

But I notices a strange thing in your review. I cannot see the star rating. This is really strange as WordPress review system requires you to choose star rating before posting a review.
Can you edit the review again and select appropriate Start Rating. This will help your review count in our overall plugin rating.
