Can you delete or edit the links from wp-admin(Links/All Links)?

Delete the Akismet files from FTP and reupload the plugin files.

Connect to your host by a FTP program. Reupload the theme files into wp-content/themes/ directory.

You need a better web host.

I think your host does not support php. You can use html files only.
