You can set the shortcode attribute of skip_empty to no and see if that helps you to resolve this issue. For example, you can set the shortcode as: [authors_list skip_empty="no"].

The shortcode attributes should work all fine. However, it seems a mistake in order_by attribute, which must be as orderby instead. So, try this shortcode attributes instead, and see if that helps.

However, if you want to display the highest number of tags used in your site first and after that lowers then, you need to modify the order attribute as well to DESC.

For temporary solution on this issue, before its fixed within the plugin in the upcoming update, can you visit StCR -> Options section and then just save the changes and see if that helps you out to resolve this issue?

Can you visit StCR -> Management Page section from your WordPress dashboard? There you can see the option of Management URL, which in your case might be as: /comment-subscriptions.html. In that option, can you add / at last, ie, the setting for this option should be /comment-subscriptions.html/ and see if it helps?

You can set the shortcode element attribute to span and see if that helps. For eg: you can set it as: [cool_tag_cloud element="span"].

You can set the shortcode taxonomy attribute to category and see if that helps. For eg: you can set it as: [cool_tag_cloud on_single_display="local" taxonomy="category"].
