I have tried the following methods,
1. Deactivated and reactivated all plugins except woocommerce
2. Deleted the cart page and added a fresh new cart page with the above shortcode

Using Neve theme.
But nothing changes.

I am facing the same issue. My site is in localhost, using OceanWP theme, and haven’t use any separate constants.

When sending test mail, it shows a success message, but do not receive the mail.

Please suggest how to solve.

I am using GMail smtp. If recipient is a gmail id, then it is getting delivered, but if it is a different email id, other than gmail, then it is not getting delivered.

Thanks for such a quick response.
The +/- buttons do appear on the cart page as well after refresh for a second, and then disappears. I will look more into it and will give a try to fix it anyway.
