Can do you activate the log and put here the result?

Please, check if you have the group-by setting to “all grouped as one”. And force re-calculation by adding some product on cart.
If it not works, please, activate the log on the bottom, make any change on cart, and reload the refresh the shipping method page. And paste here the log to see what happens.

There is a new selection method: “cart total”: (SUM of all products – discounts ), without the shipping rates.
With it, you can set the min/max values to compare on the shipping table rate as any other property.

Every Fish and Ships method can abort itself only. *
To achieve what you need, you must define all shipping methods (at least for USA) with Fish and Ships, and put on everyone a rule to abort if there are clothes on cart.
…is there any rate calculation that you can’t achieve with Fish and Ships? (if this is the case, please, open another thread about, asking for the configuration needed).
On the other hand, if you still want/need use another shipping method for USA without own-abort function, you can try a 3rd party plugin that locks shipping methods conditionally. As far I know, there are one on woocommerce official repository, but I never used it: https://woocommerce.com/products/conditional-payment-methods-for-woocommerce/
* There are an exception: on Fish and Ships Pro, you can override all the other methods on free shipping (0 calculated rate) case. But this isn’t what you need.

Yes, seems there is a change on class namespaces of WooCommerce MC plugin, from his changelog (https://dzv365zjfbd8v.cloudfront.net/changelogs/woocommerce-multicurrency/changelog.txt):
2020-02-02 – version 2.0.0
* Backward-incompatible: namespace \WOOMC\MultiCurrency renamed to \WOOMC – update your code if you use the WOOMC\API class.Fortunately, seems a minor change, I think in a few hours we can solve the bug and publish a compatibility update.

Then add the rules:
#1: Where Price >= 50$, price: 0 (once)
#2: Where Price <50$, (composite) price once: 2.5$ + price *qty: 0.5$…and leave checked the option on the bottom:

Hello, Vince. Sorry for the delay in the reply.
The plugin don’t does it for now. This is a good new feature, but I can’t sure you about, or give you some date.
Meanwhile, there is two ways on WooCommerce to lock a product purchase:
1. You can remove the regular and sale price for a product, or
2. You can set the product stock to 0, or the stock status to out of stock (if you haven’t set the WooCommerce product setting “Hide out of stock items from catalog”, otherwise product will be hidden)
