For me, this issue only happens when there are many different items in your cart. The video you show only has 1 item. That always works fine for me, it only starts to break when I have a large number (more than say 50)?. For instance, the order in the video I showed in the above ticket had almost 80 different SKUs. Try creating a variable product with many variations (like 80) and add 1 of each to an order and then check out and in the admin panel, put the order on hold, and try to change the price of the last item in the list, and see if that is able to reproduce it for you.

1) I am using the build in coupon functionality, but this issue happens on orders where there is no coupon applied.
2) Order status is “on hold”
3) Yes, that is showing 0 tax

If you can, try to reproduce with many skus in your order (like 80), if that still doesnt reproduce for you, then I can spin up a brand new wordpress instance locally with and just woocommerce installed and can get logs for you.

Hello. I was able to manually ftp in and remove that plugin, and confirmed it was not running. I tried again, but the issue persisted.

I did try disabling all themes and plugins, but the issue persisted.

I myself have not enabled any additional server caching, so only something that would be on by default. If you would like me to check anything, let me know, and I am more than happy.
