The users will need access to their dashboard to enable 2FA. There isn’t a way around this since they need to scan the QR code to enable it on their device.

As a test, can you try reinstalling the plugin to see if it recreates the user?
Also, it wouldn’t be a bad idea to change all passwords including WordPress, sFTP, database, and hosting control panel just_in_case.

Can you please try completely resetting Wordfence manually? This will remove all data and code without you having to do it manually, and likely resolve the issue. If it doesn’t, we can dive deeper.

I would clone a site with the issue so that it’s a duplicate, then start the testing. There are several options and plugins to clone and migrate a site. A quick search on the www.remarpro.com repo will turn up many options. Alternatively, your host may be able to help with this as well.

I’ve Googled the error
jailshell: WGET: command not found
and found many possible solutions. However, I’m not familiar with this and wouldn’t want to advise a particular command. My suggestion is to reach out to your host, they’ll be able to help with this.Please let me know how it goes.

Can you please try adjusting the Time limit that a scan can run in seconds feature to see if it helps? You can find this in Wordfence > Scan > Scan Options and Scheduling > Performance Options.
