Do I get it right: if people click on ‘only functional cookies’ they block GA? If they say ‘all cookies’ , GA is activated but then their data is protected?

It’s still not working. I’m using the latest version of contact form 7 en gutenberg blocks ultimate add-ons. What am I doing wrong?
