In the current version of Webba Booking there is no option to set number of seats on specific day/timeslot. You are welcome to submit a new feature request.
Regarding your second question, unfortunately is is also not possible. Possible workaround is to extend the date range in the service settings and and after that close not needed dates using Schedule tools.
