For anyone else facing this issue I was able to resolve with this:
Site wasn’t showing errors in console but it was printing a message in html below the footer for whatever reason. Fixing this fixed the spinning wheels of death. https://buildyourblog.net/problems/how-fix-deprecated-directive-allow_url_include-deprecated-unknown-line-0
