propably one of plugins is making problems, isted of deleting them, change folders names of instaled plugins and check if it helped

Try to change folder names of all plugins via ftp. if it helps one of plugins is standing behind this, you will find it backing up folder names one by one and refreshing website each time you chacnge folder name

in your css go to line 548 line and find:

.site-header {
	padding: 24px 0;
	padding: 1.714285714rem 0;
}

change it to:

.site-header {
	padding: 0;
}

XAMPP is best for me too! All you need to do after instalation is config your database and put wordpress installation package to specific folder.

But if you have a hosting service, you can propably install wordpress using subdomian – I think its best solution for tests and You will see all working on your server.
