This is a FTP connection related issue and nothing to do with install.php. It will be great if you can provide full logs of FTP connection.

Also, please try to do FTP after disabling installed Firewall in your local system.

You can do one thing move all the blog contents outside the root folder of your blog using FTP or file manager. Build your site in local machine and upload the contents inside root folder once you are done. Probably this will be the easiest way.
