I was able to address the issue using 5.9.3 by removing the contact form DB plugin.

Thanks for the suggestion. I tried 5.8.7 and 5.8.1 and still the same issue. I even tried to completely remove the plugin and it will not delete from the interface.

I have this same issue but do not have the WP External Links plugin. I have disabled all plugins and changed themes and the problem still persists.
