After restarting the VM instance, the problem was automatically resolved.

Same problem for me. “Woocommerce Services” plugin seems to be the issue in my case.

Yes, I tried it on a new local website as well and I am having the same problem. Maybe you will be able to reproduce the issue if you tried it the third time. I am using Paypal as the payment method. When I click on proceed to Paypal, I am redirected to Paypal’s page from where I hit back. I do this a couple of times and I receive the error on the third attempt (if I have a limit of 2 per user).
