Thanks for the quick response.
The manage_options option is not suitable as it gives the editor full access to the site’s settings.
I tried to set the rights through the PublishPress Capabilities plugin (screenshot https://disk.yandex.ru/i/ZWxOp3Vu7bVrZg), but it didn’t work.
If possible, enable access settings through this plugin.
