Yes, it does work without Conditional Menus.
I guess I have to figure out the way to replace conditional menus somehow.

I don’t have Twenty Sixteen installed, so I tested it with Twenty Fifteen and it is not working.

I disabled everything I could find related to Ajax.
It didn’t help.
