yes you can do that.

follow these steps.

1. Create database using php myadmin.

2.copy wordpress setup in wamp directory and extract it and run it from browser typing

https://localhost/wordpress

here wordpress is directory name you can change it.

you can do that one thing.

install wordpress on localhost and write all content locally and at last upload it to server.
