I figured out which was the correct folder.
Still puzzled by why there was an extra folder in wp-includes.

I always run an Updraft Plus back up before doing anything to the site.
The folders in the “Original” wp-content folder are as follows:
    aiowps_backups
    cache
    plugins
    themes
    updraft
    upgrade
    uploads
    w3tc-config
    wflogs
    wptouch-data

The sub-floders in the wp-content folder under wp-includes are
a blank folder with all information hidden
    plugins
    an idex.php file
    and 8 temp-test-write files

Since both wp-content folders contain the exact same plugins folder information
I am not sure which folder WordPress is pulling the information from.
The site is currently operational. However I do need to update every plugin manually.

    Thank you Steve,
The “dashboard” has not been working (all updates and things of that nature) for almost a year now. I have asked multiple times through the forums on how to fix the problem and no one has been able (or willing) to help me resolve the issue. I do all of the updates and management tasks through FileZilla.

Thank you Keith I will try it.
On a side note yesterday I could not log into the WordPress Forums I kept getting the message – “Your IP (xxx.xx.xx.xxx) has been flagged for potential security violations.”
When I clicked on the “For more Information” link it would wend me to JetPAck.
To make a long story short (hopefully) this has happened before, I do not understand why it keeps coming up.
I add this text to the wp-config.php file:
    “define(‘JETPACK_IP_ADDRESS_OK’, ‘X.X.X.X’);”
I could not get in yesterday at all after adding the code, however it allowed me in today. Me no understand.
I do not want to add JetPack again as it was on the site when the Web Designer set it up. Last year it flaked out and had me locked out of the site for two months.
I am not a coder, Web Designer, etc.. what I know about all this PHP, MySql stuff I have learned fixing problems.

    When I go to https://milehimobileconcrete.com/wp-admin/update-core.php

I get the message “Sorry, you are not allowed to access this page.”

Since the Web Designer that set this site up for us turned everything over to the company two years ago, I am the only one that has had access to WordPress from our company (unless someone hacked in). So, I do not know why that message would come up.
Like I said in the original post, the update button used to be on the dashboard up until about March of this year when it just disappeared. It was there one day and the next day I logged in, it was gone. All I was working on the week the button disappeared is editing the verbiage on three of the pages and changing some of the images on the site.

    Hello Caleb (@crudhunter)
I was able to locate the user.ini file and delete it.
The site is slow but it is working>
Thank you very much for your help I really do appreciate your assistance with this.

    Hello (@crudhunter)
Actually WordFence was deactivated and removed back in July.
There were some issues with the site I have been trying to figure out and I just happened to check the current security plugin. It had a list of 8 items, 4 of which had “flags” for lack of a better term on them. All 4 of the alerts could have been causing the issue I was attempting to get rid of. I followed the instructions for the first three; one at a time and everything was fine. I noticed the wordfence-waf.php showing as a problem and since wordfence had not been on the site since July (all of the other files had been successfully removed) I mistakenly thought it was there by a fluke and deleted it.
Who was to know that a plugin that had EVERYTHING else removed from a site would leave a random file that could completely disable a website.

I would have quoted exactly what it said in my post, however I cannot leave the wordpress admin dashboard page to access anything through wordpress now. If I select any other page I get the message: This page isn’t working –
milehimobileconcrete.com is currently unable to handle this request.
    HTTP ERROR 500
So I cannot get to any plugins to do anything right now.
I have no clue how to get this fixed.
I was hoping I could load a copy of: wordfence-waf.php
Via Filezilla back in the location it was in the root directory and somehow activate it so the site would be functional again.

Gee thanks for stating the obvious, the owner and I both know that there are many issues with the site and would love to change them.
Problem is we have paid several “Web Designers” to change/fix problems with the site, only for more problems to be created and NOTHING being changed that they were hired for.
I am not a coder/program/designer and I do not want to be.
I just want to get this site so that it is presentable and where the owner can easily make minor changes to text and add/delete photo’s/images.
I am in a place where internet access is sporadic at best and I can only count on one-two hours of access at a time when I do get a connection.
Every time I have a problem or question that I post on the forums, I get snarky comments and/or told>
Disable the plugins and reactivate them one at a time
    Activate the twenty sixteen theme
Switch to the latest versions of WordPress
    etc..
    etc…
Yes I know that the photos/images which were uploaded prior to version 4.7 are visible
    However new ones are not.
I am tired of my friend being taken for a ride by Web Designers, so we do not want to pay anyone else to screw things up worse, last year the site was down for 8 weeks because the person we hired changed everything and locked us out.
So yes I do understand that you are a volunteer and so are the other moderators:
YOu all need to realize that many of the people using WordPress are in the same boat as me>
We are not programmers/Web Designers or that ilke
We are people stuck with managing a site and just want something simple to work with to get a job done at a minimum of expenditure.
So when I do get internet access, I want to quickly get on the site make the changes that have been requested by my friend the owner and then go about the things that I have expertise in.
