This exact same thing happened to me on August 17th/18th. We found out about it after a couple days. Now we are getting ready to ship items and we have to contact the customers letting them know there was a glitch and I have customers complaining saying that we are shady and that this was false advertising.
We already have a US shipping zone and you added a second US Zone that was ONLY free shipping. This was a MAJOR issue and I need some type of assurance that things like this do not happen in the future!!!
