Sorry you had issues around this, indeed Twilio accounts are now required for Authy developers, even at the free tier. It should not be required on Twilio.com to enter a credit card during your trial account creation, and that should be sufficient for the 100-or-less Starter account which will be free for smaller WordPress sites https://www.authy.com/product/pricing/
