UPDATE: I have checked the podcast RSS feed and ‘skip-to’ time codes do seem to be missing from the feed — at least from my feed.
There is a general line instead of the specific time codes at every occourence:

<!– /wp:shortcode –></p>

But not the time code itself.

Thanks for your reply, and sorry I have failed to say thank you so far: I forgot to check back after Mike’s reply.

I did as he said and the kind people at Player Fm updated the artwork (I do not what they did, but obviously, it was not an automated process — maybe they are caching some of the basic attribute forever).
