“Allow people to submit comments on new posts” is ticked

Still in trouble because there is no box to add comments.

I thought the whole point of having a page for the comments was so there could be text at the top and comments below. OTHERWISE, what is the point of having a page instead of a post?
I suspect I am missing something basic here.

But it is a page. And Chat is a page.

I have a post created in posts. It is not published.

But how can I put some static text at the top of the page to say, you know, this is a page for comments and discussions, …

Deactivated all plugins. No change.

In case an earlier post called discussion was ‘in the way’:

Made a new page called Chat
Publish
Visible no problem
Go to Reading
Set Posts page to Chat

Text reads: Page for comments and discussion
Text visible says: No results were found. Perhaps searching will help find a related post.

Where could I be going wrong?

I have twice created a new page called “discussion” and assign it as my posts page. But there seems to be no way to create some posts.

I have deleted it and remade the page again. No change.

Cannot see how to add a comment.

ALSO page is set in Reading Settings as Post page but no comments box so cannot enter the text as a comment.

I am going to be transferring my site away from siteground shortly – due to their sudden total removal of hassle free phone support. So it might make sense to do this once I have completed the move to Zen. If I run into trouble because I get this wrong I can at least get full on help.

The install was an auto service from siteground so here is another reason to move away!

I have done a search for a file index.html and there are 18 of them abut all not relevant. Most are for vtiger. Some for dropbox. And tWo for unused subdomains.

index.php file contains:

Yes, /wp-content/ and /wp-includes/ are present. And an index.php file. No home.html or index.html in either.

Wordpress files are in /public_html/wp-admin
