In short: yes, you should achieve this with our UPS plugin and default WooCommerce flat rate.
Due to the fact that our UPS plugin allows you to add a UPS shipping method to your shipping zone. You can create two shipping zones which will include:
- All US zip codes with UPS shipping method added;
- Only NY zip codes with flat rate and separate UPS shipping method;

You touched on a few things, let me try to answer you one by one.
Once the total shopping cart is over $12,000 not all the shipping option are shown, also the shipping module change from weight to always changing the shipping price
It should show that once over 10 lbs all the shipping cost should be shown be displayed like in option 1
Screenshots of all shipping methods settings would come in handy here. With screenshots we should be able to verify the reason for this.
The availability of selected shipping methods can depend on the shipping zones settings, shipping cost calculation rules and the contents of the cart. An additional description of what is included in the cart will help us analyze your case carefully.
If possible, please share your store URL.
Also, I need help with free shipping, I am offering free shipping on orders up to $16,000 and maximum weight 10lbs…….orders over 10 lbs will be additional cost

The scenario you have described will require using shipping classes and our FedEx plugin does not support them yet. Our plugin uses currently a global shipping method and you cannot restrict displaying live rates to specific products.
However, we offer a separate Conditional Shipping Methods plugin at https://flexibleshipping.com/products/ to handle this case. Due to the fact that it is a PRO plugin and we cannot discuss it here, contact us directly at https://flexibleshipping.com/support/ for more information.

Thank you for the clarification.
You mentioned that one of the products does not have the weight and dimensions filled.
To display the live rates properly our FedEx plugin needs to gather following data: the sender’s and the recipient’s addresses and the package weight.

If I understand you correctly, you want to achieve the following scenario:
- only free shipping products in cart – only Free shipping method available;
- regular products – only FedEx Live Rates available;
- free shipping products in cart + regular products – only FedEx Live Rates available;

This should be possible without any additional settings.
Our FedEx plugin uses currently the global shipping method. It means that once it is enabled it should display the shipping live rates for all the products within all the shipping zones so there is no need to add the FedEx shipping methods within the zones the standard way.

In such a scenario, you could add two Flexible Shipping methods to your shipping zone. With DHL and Hermes as their shipping method titles.

You’ve touched on a few things here, and I’ll try to answer each of them.
Flexible Shipping plugin allows you to create multiple shipping methods with different shipping costs. You mentioned such a solution – you could have several shipping methods prepared, which you could enable and disable due to weather conditions. In the Method Description field, you could put the relevant information about the higher cost.

Regarding the second part of your message. The important question is how do you want pull rates from USPS and FedEx?
With Flexible Shipping you can create methods in different shipping zones with rules based on the price and weight of the products in the cart. You could manually add the appropriate shipping methods with rates based on these conditions.
We also have a separate FedEx Live Rates plugin that allows you to add Handling Fees to your rates in the PRO version.

Could you please check if you are using any conditional payments plugin? These types of plugins may hide certain payment methods due to the shipping method you choose.
Our Flexible Shipping plugin should not affect the availability of any payment methods.
