1. The ability to create shipping cost calculation rules due to the quantity of products (items) and additional cost per item are the features of Flexible Shipping PRO.

After verifying what Grzegorz mentioned above. Please also make sure you enter the correct address on the checkout page.
Are there no rates for a specific address?
From what I could see, UPS rates are available in your store:

Your Flexible Shipping method settings look correct.
If Flat Rate is not available in your cart, it means you are not allowing shipping at all in your store – this has nothing to do with Flexible Shipping settings.
It is possible that the issue is with your theme settings or some other WooCommerce / plugins configuration. Unfortunately, we do not provide support for third-party plugin settings.
If you encounter any difficulties in setting up Flexible Shipping – we will be happy to help.

This could explain why shipping is not available at all.

I suggested something slightly different. You can verify whether the issue is related to WooCommerce settings or Flexible Shipping by adding default Flat Rate to these shipping zones.

2. Do you have any restrictions on selling or shipping location in your WooCommerce General settings?

You don’t need to enter the weight for all products. However, the products for which you do not enter the weight will be neutral for the total weight of the cart (weight = 0 kg/lbs). I suggest you take this into account in your rules table and calculations.

1. Are you using Flexible Shipping to display free shipping or is it default WooCommerce method? Is it available for you in the cart?

2. The full method settings can be useful, but the rules table looks correct, so I would look for a solution outside of Flexible Shipping.

Could you please send us screenshots of your current shipping zones and shipping methods settings? They will be crucial for further analysis of this issue.
An example of the contents of the cart and an address for which Flexbile Shipping methods are not available may also be helpful.

I know you contacted us directly, but I am sharing this information here as well.
New version of DHL Express for WooCommerce plugin has been released, please update it to 1.5.0.
Now you can determine the circumstances when the duties and taxes should be applied for international shipping. Consequently, appropriate DHL Express services should be available for these shipments.
You will find the Duties & Taxes options in the DHL Express plugin settings (WooCommerce -> Settings -> Shipping – > DHL Express).
