I sent this exact question to wordpress.com and they sent me here.
I am in fact using wordpress 4.7 and a theme called ColorMag by ThemeGrill.
As a new user I dont know whether this product is .org or .com – all I can tell you now is that it is part of a hosting package through 1and1 hosting. They installed the software on their servers but will not offer me any support.
As a new user I also do not know where “wordpress” components end and “theme” components begin.
The “Customizing Additional Css” window provided allows me to enter CSS rules (which I did, published, then saw the results) HOWEVER… I now want to alter that CSS and when I return to the is same window the CSS is gone.
I have FTPd the entire web site to my local computer and run searches for this CSS and can not find it – surely its not in the SQL Database? I would expect some sort of “user.css” file.
I will look into JetPack as you suggested but I find it very surprising that something as simple as editing CSS rules is not built in to the original product or theme.
