I found a plugin called WP SES that fixed the issue. There seems to be a email authentication handshake issue with Wp Mail SMTP plugin that wasn’t present a few months back when I set it up.

I updated my instance from t2.micro to t2.small and I’m still getting the same behavior. I did more testing and I think I’ve narrowed the issue down to the WP-Mail-SMTP plugin. When I send a test email from that plugin settings page, I see the same issue. Btw I am using aws ses service.

Thanks for the WP Rollback mention. Installed it. Had to roll back to contact 4.6 to get my forms working again.

Having the same issue. Spinning wheel after hitting send button. Was working fine for past 6mo.

I’ve traced my issue to the Jetpack plugin. If I deactivate the plugin, I can see the Static Front Page Sections within the Customizer.
