Well, I had disabled _most_ of the plugin on the site prior to asking here, but not the NextGen Gallery plugin. I disabled it and now the accessibility toolbar is working.
Thanks you for pointing me back towards the plugins, I should have known. Any thoughts on why NextGen is causing this or how to remedy?
