Any how, we removed all the extra code fromt he 404 pge, but the issue could return again.
Anyone else had this issue where a 404 redirects to admin in wordpress?

Why does a 404 take you to the admin?

I see in your example above you are using the funny characters for ‘ and “, try it like this:
