Thank you, I’m trying to figure out where I should add the code, I tried adding it into an existing jquery script that is loaded onto every page but that doesn’t do anything, also custom.css & functions.php doesn’t work.

A search for why would hotmail block a server brings up a lot of posts addressing this. It is up to your host to get their server unblocked.

The form does load eventually. Give it time.

There is a MS team for this problem, Outlook.com Sender Support Team

So I contacted my host, once again, the IP has been blacklisted 2 times according to mxtoolbox, so the problem is with my webhost.
Asked them to fix it or provide me a solution, they say, use MailChimp, I tried Mandrill before, that didn’t work so I told them, now if they have no other solution I will claim my money back and look for another host.
