Depends. If you have a low budget and you want something really simple and straight out of the box then I’d recommend you start with WordPress.com. Otherwise go straight to www.remarpro.com and it’ll save you the hassle of exporting from WordPress.com to the self-hosted version www.remarpro.com.

Have you unchecked “Anyone can register” under Settings => Reading ? https://www.yoursite.com/wp-admin/options-general.php

If you are not intending to create a membership site you can disable registrations. This might solve your problem.
