I can not agree with your comment.
You said his comment is “feedback”, but this topic is “review” not feedback or support.
The “review” is displayed as plugin’s rating so it is serious matter for me.
I think his “review” is just “nitpick” not “feedback” because he did not write details and did not create GitHub Issue even though I had a link to the issue page on the plugin page.

プラグイン内で外部のコードが実行（www.remarpro.com 以外からのプラグインやテーマ、アドオンの更新やインストール）されている点

レビュアーには上記二点の指摘を報告しましたが、どちらが（もしくはこれ以外かもしれませんが）違反しているかに関してはレビュアーからの返答にはなかったためわかりません。
またレビュアーから開発者に対しどのような連絡が行われたかなどもわかりません。
いったんクローズされたのでガイドラインに抵触していたという判断を私はしていますが、もしかしたらSlackなどで直接抗議等を行えば覆る状態なのかもしれません。
今どのような状態なのかはレビュアーに直接聞いていただく必要があると考えています。

実際にレビュアーに指摘したコードは以下の個所ですが、前述の通りこの箇所が原因かどうかははっきりとはわかりかねます。

I’m sorry but this plugin is only for block editor.
If the plugin that you use to edit articles within the front end support block editor, this plugin may also work correctly.

I think there are many plugins to decorate text for TinyMCE
so if you want to do that, please use them.
