try to add <!–nextpage–> in the Text tab, not Visual tab

<!–nextpage–> should works for Pages too.
Probably your page is missing <?php wp_link_pages(); ?>

In order to save a new front-end action text you have to have both [combination] and [button] shortcodes in your textarea.
