This seems to be an issue with Captcha… when I remove the keys the forms will submit. Not a good solution, though…

Yes… same issue for a new site I’m building on WordPress 5.0.3 and Contact Form 7 5.1.1.

Further testing indicates this happens in combination with the Weaver II Pro theme.
