This appeared when we upgraded to 3.1 as well – garychild1953’s fix worked for me:
define(‘CONCATENATE_SCRIPTS’, false );

(I don’t know if this is a core issue or a conflict with a common plugin, as we can’t try it with all plugins disabled…)
