Ok I get it now.
The bloggers have to go to the outside /blog/submit-tickets page not the admin page.

The issue is that the bloggers need to have edit_post for posting blogs.
And when I add edit_ticket to their capabilities it adds them all to Support Staff.
I think the issue boils down to edit_post.
The bloggers need this capability however adding edit_post to wpas_user causes the blogger to be added to the Support Staff.
Is there anyway the bloggers can maintain the edit_post + wpas_user without becoming Support Staff?

I am using User Role Editor.
For regular bloggers this is the issue I am getting with giving permission to create tickets.
1) When trying to view all tickets as regular blogger: “You need a higher level of permission.
Sorry, you are not allowed to edit posts in this post type.”2) When trying to add tickets: “You need a higher level of permission.
Sorry, you are not allowed to create posts as this user.”I have edit_posts, create_ticket, create_posts, view_ticket, view_private_ticket all activated. Why am I getting “You need higher level of permissions” when trying to view tickets and create tickets?
The Support Staff list is perfect, I just need to get the regular bloggers to be able to add tickets and view tickets.
I have gone through the resources you have provided but still not able to achieve what I am wanting.
