Easy to solve.
Go in the options. There is a checkbox to check or uncheck. Just find it.

That was my question. I can delete all the files then which are in this directory?

I add some info about things I tried:
1/ I disable all plugins => not working.
2/ Change permission of wp-content and upload file=> not working.
3/ Downgrade wp version.
4/ Change the re-size setting in setting-media=> not working.

Same here. It is not showing up unless I am log in.

It is not in Plugin menu but settings menu.
