The point is that the meta values should not be applied to all connected posts/pages and instead be independent, e.g. post1 (in german) can be index and post1 (in english) can be noindex.

Actually we have a powerful cloud server, so lack of memory should not be the cause. Would like to request this optimization then: Generating the pdf in batches to make sure that large amounts can be exported. Do you think you can take it onto your roadmap in near future?
