1. You must set your WP USER to “Any one can register”

2. Look the settings of the Admin Dashboard, and click Pie Register, that is after the activation, then on the page of it, do your configuration.

3. It is always good to browse with 2 browsers, use one browser for the configuration, go to the other browser and click on the register to see how it will show.

I would advice you to register with pastebin.com, paste your function and header php over there, and copy the link on your post for observation. Then, include your domain link also for observation. For now you cant get help because there is no way to access your problem.
