do I have to subscribe to CSS to get this done.
There are various CSS forums and such where you could learn things and ask questions, but no, that would be optional. And as long as you are working with a Child Theme for a theme downloaded from www.remarpro.com (as available at your WordPress Dashboard), you can always ask for help here.
To work with a customized theme such as a Child Theme, you will need FTP access (or preferably SFTP access for more security) at your server. After downloading and installing FileZilla (client) on my own machine, the Support Staff at my host helped me get it connected so I could later upload and add my Child Theme folder and files.

To make and/or to edit a Child Theme, you will need a plain-text editor that will not add any formatting, and I use NotePad++ for that.
https://notepad-plus-plus.org/
An editor such as NotePad or WordPad can work for that, but neither of those will show you the overall flow as you go (in order to help spot certain errors), and neither will they let you save a nameless .htaccess
(extension only) file if you might ever want to make one.
You can find a lot of info about Child Themes here:

If you do not want to have to begin with a blank page in an editor, here is a Twenty Ten Child Theme that begins with no modifications to what Twenty Ten already displays:
