Same problem here. Previously report directly to developers.

The user reported back that clearing the cache through the browser settings resolved the issue so all is right with the world now… well at least in his world. ??

Thanks for the user switching tip.
When I am logged in as that user, there is no problem with the display so it seems to be a localized issue for that user. Perhaps a caching issue.And I think I answered my other question about a setting for displaying the QM report. When clicking a QM menu link the QM console displays and clicking the X closes it.
I just realized that the user probably clicked the QM admin menu item which opened the QM console and then did not know how to close it. So I think that answers my first question and you helped determine the scrambled console is a localized user issue since I do not have that issue when logged in as the user.

That’s why I thought perhaps it was a setting making the report display there and possibly separate from the scrambled display issue.

The same plugin is active on this page, but the FAQ display is not tabbed into two lists like on the previous page
On both pages the console errors appear after the page display is fully rendered, but the Chrome browser tab activity indicator continue spinning and these appear then the browser activity tab indicator finally stops.

I determined that the message appears on this page and the FAQ feature has a complex display:

Deactivating the FAQ plugin resolves the message.
I just wondered if it is something that needs reporting to the developer or possibly a false notice?

I meant that the page loading spinner in admin area keeps spinning endlessly on all the admin pages.
I followed your instructions and added two urls into the permalinks field on the plugin filters page.
Then I used WP Health Check which installed a default theme and deactivated all plugins, but the issue persisted.
However, I am able to select/deselect and save settings configurations, but the spinner keeps spinning.
Perfect.
