Which shortcode are you using on this page?

To remove that you need some code adjustment. And I think this problem is for the theme not for Download Manager.

To allow other users to create new packages, you need to use the shortcode [wpdm_frontend], you also can hide a certain section from the upload form using the shortcode parameter, please check details here:

First of all, for the download count issue you can deactivate and reactivate the WordPress Download Manager.

If you want to email the download link to the customer then you need to add the email lock option.
