Update:

I did have one other plugin installed: “All-in-One Event Calendar by Timely”

Deactivated it and the ‘Titles & Meta’ page is displaying/working as expected.

I should clarify this: auto generated snippet previews are not updating.

Manually entered ‘meta description’ does update the snippet preview in real-time.

This can be easily resolved by changing a presentation setting in WP e-commerce. Under Settings -> Store -> Presentation -> Product Page Settings -> Replace Page Title With Product/Category Name select ‘No’.

Also it helps to reminder the people doing the product posting to not enter anything in the ‘SEO Title’ block to overwrite your default settings.
