on all pages or only pages like the About page? most themes don’t display comments on pages like About

go in the single.php and page.php files. check for <?php comments_template(); ?>. see if it’s there.

all color changes should be in the style.css file. look for six digit numbers. those are hex codes. a quick look on google for hex codes will give you all the values you need.

the page listing your news postings sound like a category page. to customize that, you would need to create a category template based on the id of the news category.

does it tell you to chmod your .htaccess file? if it does, you need to change the permission of the .htaccess file. after fixing your permalink, change the file permission back.
