I had this same exact issue on multiple of my sites, this plugin kept appearing even though I never installed it, and all my other plugins were getting deactivated. I’m pretty sure this plugin isn’t the cause of the issue, instead the server got compromised in some other way, and this plugin is just a consequence of this.
Unfortunately, I couldn’t get to the root of the issue, and only by moving my apps to another server I was able to solve this problem. Let me know if you find out more info related to this.
